يتناول هذا الكتاب الظاهرة الإمبراطورية عامة، والإمبراطورية الأمريكية، على وجه الخصوص. ويتميز بمنظوره التاريخي العميق، إذ يرسم صورة لمختلف الإمبراطوريات التي شهدتها البشرية منذ العصور القديمة، ليستخلص منها خصائص المنطق الذي حدد مسيرتها.
وبحسب المؤلف، فإن الإمبراطورية لا هي دولة متساوية مع الدول الأخرى في الحقوق والواجبات ولا هي مجرد قوة ذات مكانة متميزة في خلق يفترض به أن يضم دولاً متساوية من حيث السيادة، فهي تريد أن تكون المركز السياسي الذي يدور حول العالم وتأتمر بأمره الدول الأخرى. لقد كان مفهوم "العالم" يعني المنطقة التابعة لهذه الإمبراطورية أو تلك، فتزامن الإمبراطوريتين الرومانية والصينية لم يسبب تداخل عوالمهما قط، فكل منهما كان لها عالمها الخاص. إلا أن الأمر اختلف تماماً في عصر العولمة وتكنولوجيا الصواريخ العابرة للقارات، فالعالم صار يعني الآن كوكب الأرض الذي يتسع لإمبراطورية واحدة فقط، للإمبراطورية الأمريكية على وجه التحديد.
وبالنسبة إلى الولايات المتحدة الأمريكية، يرى المؤلف، أن مستقبلها يتوقف، بالدرجة الأولى، على تعزيز مسيرة العولمة وعلى جني العائدات التي تدرها عليها هيمنتها على التجارة العالمية وسوق المال الدولية، وليس على نشر قواتها في مناطق لا تحصى. كما يرى أن المعيار الأساسي لدوام النجاح في قيام الإمبراطوريات يكمن في تنفقيذ الإصلاحات الضرورية لتجديد شبابها، أي الاقتداء بأوكتافيوس الذي كان قد جدد شباب الإمبراطورية الرومانية، حينما نفذ فيها إصلاحات جذرية نقلتها من قوة استغلالية تستحوذ على خيرات المستعمرات إلى قوة إمبراطورية تتميز بتوفرها على بنية سياسية واقتصادية واجتماعية لا تضمن للمركز الإمبراطوري قطف ثمار التقدم والازدهار فحسب، بل تضمن للمناطق التابعة أيضاً المشاركة في التمتع بهذه الثمار.
