إن الإقرار بوجود حق بالإستقلال يفرض واجباً يقابله يقضي بعدم جواز التدخل في الشؤون الداخلية للدول الأخرى، ويعد التدخل الهدام شكلاً من أشكال التدخل غير المباشر، ويتخذ هذا النوع من التدخل صوراً (أساليب) مسلحة أو غير مسلحة، كإرسال العصابات المسلحة أو المرتزقة أو تجنيدهم، وإقامة الإذاعات المعادية أو بث الإشاعات المغرضة، أو القيام بدعم حرب أهلية أو دعم التمردات وإثارة الفتن، أو فرض القيود الإقتصادية، محاولة لخلق حالة من عدم الإستقرار الداخلي أو الفوضى بقصد تقويض نظام الحكم القائم في دولة أخرى أو هدمه، أو زعزعة ثقة المواطنين بالدولة والعبث بإستقرارها.
وتكمن أهمية الموضوع في أنه ليس بالضرورة أن التدخل المسلح المباشر أو الأعمال العسكرية المباشرة تمثل الشكل الخطير والمحرم قانوناً فقط بل أن التدخل غير المباشر.
وموضوعنا ينطلق من أن ميثاق الأمم المتحدة قد حرم إستخدام القوة أو التهديد بإستعمالها.
