الأستاذ آرثر نوسبوم رجل قانون الماني عمل أستاذاً للقانون في جامعة كولومبيا في نيويورك. ومن مؤلفاته الرئيسة "الوجيز في تاريخ القانون الدولي".
الكتاب عرض مركز غني التوثيق لتطور القانون الدولي منذ العهد القديم ولغاية انتهاء الحرب العالمية الثانية. واعتمد المؤلف أسلوب المنهج الوصفي عموماً في النظرية أو التطبيق، الذي يركز بقوة على عرض الآراء الدينية والفلسفية والقانونية لأبرز من تميز في هذه الحقول في الحضارة الأوروبية مما يمت بصلة لجذور القانون الدولي. كما وصف في التعامل الدولي الذي حفزته الآراء المذكورة في علاقات الدول المنتمية لتلك الحضارة، سواء فيما بينها، أو مع الدول الأخرى.
ولم يكتف المترجم بعرض الكتاب بل أدرج فيه جملة من التعليقات على أبرز المواضع التي تقتضي التعليق لإبراز الظاهرة السلبية المؤسسة التي تسود العلاقات الدولية في العصر الراهن والمتمثلة بسيادة قانون القوة وليس قوة القانون.
