يأتي هذا الكتاب ليتناول الضوابط الشرعية التي دعا إليها النبي محمد صلى الله عليه وسلم وكانت متاحة في عصره موافقة لضوابط شريعته، وكذلك وسائل الإتصال التي أستعملت في حياة البشرية بعد الثورة الصناعية والإعلامية، وما أفرزته من وسائل كثيرة، ولا يسع للدعاة تركها وعدم الأخذ بها.
إن هذا الكتاب في حقيقته هو دراسة دعوية إعلامية لأنواع الضوابط الشرعية التي يمكن من خلالها تبليغ الدعوة الإسلامية للناس، ولم يكن القصد عرض وإحصاء أنواع الضوابط فقط بل عرض الضوابط الشرعية لوسائل الإعلام وأهميتها من الناحية الدعوية، وبما أن الإعلام هو أحد الوسائل الدعوية ولهذا كان سبب إختيار الكاتب لهذا الموضوع.
وقد اقتضت طبيعة الكتاب أنَّ ينقسم على مقدمة وثلاثة فصول يتقدمها تمهيد عن الإعلام قديماً وحديثاً، أما الفصل الأول: فقد تحدث فيه عن ماهية الإتصال في الإسلام، وأما الفصل الثاني فقد تحدث فيه عن ماهية القائم بالإتصال مع بيان مقومات القائم بالإتصال في الإعلام الإسلامي، أما الفصل الثالث تحدث عن ماهية الإذاعة العامة وأهميتها مع بيان أنواع الإذاعات في العالم.
