أسئلة كثيرة راودت أذهان الباحثين الذين كتبوا عن الطُّغيان والإستبداد السِّياسي وما تزال هذه الأسئلة تتردد وتتكرر بين الفينة والأخرى، وقد أجاب بعض الذين كتبوا عن الطُّغيان والإستبداد السياسيّ عن الإحتمال الأول بالنفي، وعن الثاني بالإثبات، وقالوا: إن الإسلام والإستبداد ضدان لا يلتقيان أبداً، وما ظهر في التاريخ الإسلامي من طُغيان سياسي راجع إلى تقاليد وعادات قومية عنصرية أو قبلية جاهلية أو مستوردة من أصول يهودية أو مسيحية.
