يسعى هذا البحث لمشاركة القراء أفكاره حول تأثير إيرادات النفط في البلدان المسلمة. فلهذه الإيرادات قدرة هائلة على إرساء الحرية والعدالة والديمقراطية والتنمية في جانب، مثلما أن لها قدرة هائلة -في الوقت نفسه- على ترسيخ الاستبداد والجور والإحباط، في جانب آخر.
لقد كتب الكثير عن "لعنة النفط" أو "لعنة الموارد الطبيعية". بل إن البعض أطلق على إيرادات النفط لقب "دم الشيطان" أو "فضلات الشيطان". يقع هذا البحث في ثلاثة أقسام:
يتناول القسم الأول خلفية عامة عن النفط، محدداً أهميته ووزنه في البلدان التي يؤلف المسلمون فيها 50% من السكان أو أكثر، وهي بمجموعها 48 بلداً، منها 23 بلداً تجهز 43% من نفط العالم.
ويتناول القسم الثاني ثلاث مقولات أساسية عن مخاطر النفط، وهي مخاطر نجدها حيثما كانت المؤسسات والضمانات الديمقراطية غير راسخة بعد.
ثم يناقش القسم الثالث خمس مقاربات (أو طرق) للتعامل مع خطر النفط، واختتم بحثي، بعدئذ، باقتراح بعض المفاتيح لتحويل إيرادات النفط إلى فرصة للديموقراطية والتنمية بدل أن تغدو عقبة بوجه الديمقراطية والتنمية. وتتمثل هذه المفاتيح في تشجيع زعماء المسلمين على مساندة نشر سلطة ثروة موارد النفط الكامن في القيعان والبحار، نشراً حقيقياً ومستديماً يشمل كل السكان.
