وقد جمع المؤتمر السنوي السابع لمركز الإمارات للدراسات والبحوث الاستراتيجية الذي كان موضوعه "تنمية الموارد البشرية في اقتصاد مبني على المعرفة" والذي عقد في الفترة 9-11 شباط/فبراير 2002، مفكرين مرموقين وخبراء متخصصين لمناقشة أثر الاقتصاد المبني على المعرفة في برامج وسياسات الموارد البشرية من أجل تعريف المهارات والقدرات الجديدة الضرورية بالنسبة إلى القوى العاملة المستقبلية.
إن الأوراق المثيرة للاهتمام التي يحتوي عليها هذا الكتاب تسلط الضوء ليس فقط على الاتجاهات العالمية في تنمية الموارد البشرية، ولكن أيضاً على التحديات التي تواجه منطقة الخليج العربي. ويقدم هذا الكتاب رؤية جديدة للنماذج التي تجعل رأس المال البشري يزدهر، ويقيس التكاليف النسبية للاستثمار في مجال رأس المال الفكري، ويحدد التطبيقات التقنية لنقل المعرفة، ويعطي مخططاً للنماذج البنيوية للتميز التنظيمي، ثم يقترح استراتيجيات للتعليم، وتخطيط القوى العاملة، والتدريب في سياق الاقتصاد المبني على المعرفة.
