يعتمد مجتمع المعلومات والمعرفة على تكنولوجيات المعلومات والاتصالات الذي يلعب دوراً جوهرياً في تحقيق التنمية البشرية المستدامة، حيث يؤثر ذلك المجتمع على المتغيرات الاقتصادية والاجتماعية والسياسية والثقافية للفرد، مما ينعكس على التنمية البشرية بجميع متغيراتها، كما تؤثر التنمية البشرية في مجتمع المعلومات والمعرفة، وتبرز أهمية البحث في أهمية مجتمع المعلومات والمعرفة في تأثيره على المتغيرات الاقتصادية والمتغيرات الإجتماعية والسياسية والثقافية، تحديد درجة تأثير التنمية البشرية متمثلة في دليل التنمية البشرية ومكوناته في مجتمع المعلومات والمعرفة.
وسوف يقوم الباحث بجمع البيانات عن طريق الدراسة المكتبية، حيث يقوم إجراء دراسة مكتبية لمجموعة الأبحاث والدراسات عن مجتمع المعلومات ومجتمع المعرفة والتنمية البشرية، والإحصاءات الخاصة بتكنولوجيا المعلومات والاتصالات للعام 2010 التي تم نشرها عن الاتحاد العالمي للاتصالات والإحصاءات الخاصة بالتنمية البشرية في تقرير التنمية البشرية للبرنامج الإنمائي للأمم المتحدة لنفس العام، وسوف تعتمد الدراسة على المنهج التحليلي في دراسة العلاقة بين التنيمة البشرية ومجتمع المعلومات والمعرفة بإيجاد علاقة الارتباط والانحدار بالاعتماد على برنامج SPSS.
ويتكون البحث من: الفصل الأول: مؤشرات التنمية البشرية ومجتمع المعرفة، الفصل الثاني: نموذج يوضح العلاقة بين (مجتمع المعلومات والمعرفة) والتنمية البشرية في العالم، الفصل الثالث: نموذج يوضح العلاقة بين (مجتمع المعلومات والمعرفة) والتنمية البشرية المرتفعة في العالم، الفصل الرابع: نموذج يوضح العلاقة بين (مجتمع المعلومات والمعرفة) والتنمية البشرية المتوسطة والمنخفضة في العالم.
