في عمله هذا يتناول الدكتور "فليح حسن علي" واحد من أهم الشخصيات السياسية في تأريخ العراق إبان العهد الملكي وهو "عبد الرزاق الحسيني" الذي إنصب جهوده منذ العام 1929 ، وبإجتهاد شخصي منه، على تدوين تأريخ العراق في مرحلة من أهم مراحل تأريخ العراق المعاصر، والتي عاصرها الحسني وتابع أحداثها فأثمرت جهوده عن العديد من المؤلفات المهمة التي تبحث في تأريخ ذلك العهد- العهد الملكي- وما رافقه من تطورات، خصوصاً كتابة الذائع الصيت "تأريخ الوزارات العراقية" لذلك تتضمن وثائق الكتاب تدويناً لتاريخ الوزارات العراقية التي تشكلت بعد ثورة 14 تموز 1958، وهي إشارة واضحة من المؤلف للإستفادة من المنهج التاريخي الذي أتبعه الحسني في كتاباته عن الوزارات العراقية التي عرفها العراق، حتى الثورة....
إنقسم الكتاب إلى تمهيد وبابين وخاتمة ، جاء الباب الأول في: ملامح عن أحوال العراق العامة إبان العهد العثماني وتكون الفئة المثقفة العراقية الحديثة، وأما الباب الثاني: فقد حمل عنوان: المنهج التاريخي عند عبد الرزاق الحسني، وتضمن وثائق ورحلات ومشاهدات شخصية ومقابلات شخصية للحسني إضافة إلى عرض لآراءه ونقدها وترجيحها.
