يضم هذا الكتاب وقائع مهرجان مربد الخامس عشر الذي انعقد بين فترة 24 تشرين الثاني 1999 ولغاية الأول من كانون الأول 1999 تحت شعار "لماضينا نغنّي"، لمستقبلنا نطلق الكلمة في مدينتي بغداد والبصرة. وقد بلغ عدد الشعراء الذين أسهموا في جلسات المربد الشعرية 215 شاعراً وشاعرة منهم 127 شاعراً وشاعرة من العراق و88 شاعراً وشاعرة يمثلون الدول العربية الأردن، تونس، الجزائر، السودان، سوريا، فلسطين، لبنان، ليبيا، مصر إضافة إلى الدول الصديقة.. تركيا، أذربيجان يوغسلافيا، كندا.
وقد توزّع الشعراء العراقيون على محافظات القطر كافة ومثلوا فئات الشعب المختلفة وتعدد لغاته: العربية، الكردية، التركمانية، السريانية.
كما أسهم في هذا المربد شعراء عائدون من زنزانات الأسر في إيران..
وتخللت أيام المهرجان فعاليات ثقافية وفنية في مقدمتها إقامة حلقة دراسية حول محور "الشعر واللغة" في نهايات القرن العشرين ومعرض للوحات الفن التشكيلي في مركز صدام للفنون وزيارة لمضارب البدو في الزبير، ولاتحاد الأدباء والكتاب في العراق ولجامعتي بغداد والبصرة.. إضافة إلى صدور جريدة إعلامية: إذاعية وتلفزيونية غطت أخبار المهرجان ونشاطاته.
