أغلب ما نشر عن الديمقراطية في الوطن العربي إنما يصبّ في إطار الديمقراطية وفق المنظور الغربي، ولعل في هذه الرؤية محاولة إسقاط لن تكون ناجحة على الأغلب، لأن الديمقراطية وجدت في الغرب بيئة ملائمة حاضنة استطاعت من خلالها أن تطور نفسها على مرّ قرنين من الزمن تقريباً، لتدخل تدريجياً في صلب الذهنية الغربية وتتحول إلى ثقافة تقوم على عادتين أساسيتين هما: اعتبار الديمقراطية منهجاً في التفكير وأسلوباً في العمل السياسي، أكثر مما هي صيغة مرسومة المعالم محددة المنبع.
كما إن العديد من المفكرين العرب وحتى الغربيين، إنما ينظرون إلى الديمقراطية نظرة إجرائية تتحقق بالإنتخابات التشريعية وبتداول السلطة، من دون التدقيق في طبيعة القوانين الإنتخابية، وفي الرقابة والضوابط والعوامل المؤثرة في الإنتخابات.
وبإختصار، من دون مراعاة البيئة الإجتماعية وطريقة أو آلية عملها الناتجة عن طبيعة بنيتها، أو المراحل التاريخية التي مرت بها وأدّت أو لم تؤدِّ إلى تطور هذه البيئة، هي في نظر العديدين لا تزال بنية تقليدية محافظة.
يُنتِج كل من البنية الإجتماعية والدين في الوطن العربي منظومة قيم ثقافية وإقتصادية وسياسية تتلاحم في ما بينها مشكلة ذهنية عامة، تسِم المجتمع العربي بشكل أو بآخر بسمة خاصة يصعب عليها إسقاط المفاهيم الخارجة عنها، فمحاولة التشبه بالديمقراطية البالغة للمستوى الحضاري الأرقى وجعلها قاعدة للحكم على ما هو ديمقراطي أو غير ديمقراطي مما يصعّب علينا مسألة مقاربتة لأن المفاهيم الحضارية والظروف السياسية عند العرب، وفي العالم الثالث بشكل عام، إنما تشكل (هذه المفاهيم والظروف)، بيئة مغايرة قد لا تصلح لأن تنمو فيها الأفكار الديمقراطية والمؤسسات الديمقراطية كما هو شائع في أوروبا والعالم الغربي.
إنطلاقاً من فكرة المواءمة هذه يأتي مفهوم الديمقراطية، لا لإضافة مصطلح جديد في علم الإجتماع السياسي كمصطلح "الشوراقراطية" التي تعني المواءمة بين مفهومي الشورى الإسلامي والديمقراطية الغربية، وإنما ليكون معبّراً عن البيئة الإجتماعية ومنهج التفكير الذي يغلب على المجتمع العربي مقروناً بآلية العمل السياسي التي يسميها خلدون النقيب "القبلية السياسية" أو "الديمقراطية القبلية".
