يمثل فك رموز الكتابة المسمارية وقراءة نصوصها السومرية والأكدية في أواسط القرن الماضي منعطفاً مهماً نحو الكشف عن تاريخ العراق القديم، وعن المنجزات الحضارية الرائدة التي حققها العراقيون القدماء إعتماداً على مصادر مباشرة معاصرة للأحداث، بعيداً عن الأخبار المشوشة والقصص الخيالية والأساطير، التي وردت في عدد من أسفار العهد القديم وكتب الأغريق والرومان ومذكرات الرحالة والسواح عن بلاد بابل وآشور. فقد تضمنت النصوص المسمارية المكتشفة، ولا سيما المدونة منها باللغة الأكدية، معلومات جد غزيرة عن مختلف العلوم والمعارف والأفكار. من هنا جاءت أهمية دراسة اللغة الأكدية وتعرف معاني مفرداتها الدقيقة لفهم تاريخ العراق وتاريخ حضارته وتراثه الزاخر بالمعطيات. لذا، أقر المجمع العلمي قيام فريق من الباحثين المتخصيين باللغات العراقية القديمة إعداد معجم عن اللغة الأكدية باللغة العربية. وهذا الجزء هو أول معجم عن اللغة الأكدية باللغة العربية كما أنه أول معجم إستخدم الكتابة العربية لتدوين اللغة الأكدية ونقل ألفاظها إلى القارئ العربي إذا أستخدمت الكتابة اللاتينية في جميع المعاجم الأكدية الحديثة على إختلاف لغاتها الأجنبية . لقد أعد المعجم كذلك وفق الأسلوب العربي في إعداد المعاجم فأعتمد جذر الكلمة أساساً في ترتيب المفردات اللغوية منسوقة حسب الألفباء العربية. إن من أهداف إعداد المعجم تيسير مهمة قراءة النصوص المسمارية الأكدية وفهمها وترجمتها من منظور المتكلمين باللغة العربية، وهي لغة شقيقة للغة الأكدية، كما أن من أهدافه تقديم المادة الأولية للباحثين في اللغة العربية والمتخصصين بنحوها وصرفها وتأصيل مفرداتها لعقد المقارنات اللغوية بين اللغتين العربية والأكدية وتشخيص مواطن الشبه والإختلاف وصولاً إلى فهم أفضل للغتين.
