أثمرت الجهود الدولية بعد قيام منظمة الأمم المتحدة إلى التوصل لإبرام اتفاقية عام 1948، حول منع جريمة إبادة الأجناس، ومعاقبة مرتكبيها، التي كان لها الأثر الكبير في تحديد مفهوم جريمة الإبادة الجماعية وصور ارتكابها، كما أن لهذه الاتفاقية أثراً أيضاً في فرض التزام على دول الاطراف بضرورة ممارسة الاختصاص القضائي على مرتكبي هذه الجرائم وإيقاع العقاب بهم.
يهدف هذا الكتاب إلى بيان أهمية ممارسة لاختصاصها في هذه الجريمة، وبخاصة أن العديد من مرتكبي جريمة الابادة الجاعية فلتوا من قبضة العدالة، بل عدوا أبطالاً في بعض الشعوب لارتكابهم هذه الجريمة، إذ إن ممارسة الاختصاص القضائي في هذه الجريمة يضمن إيقاع العقوبة على مرتكبيها وضمان عدم تكرار ارتكابها في المستقبل...
ولدراسة هذا الموضوع المهم قسم المؤلف كتابه إلى فصول ثلاث سبقها تمهيد يوضح ماهية جريمة الإبادة الجماعية، أما الفصل الأول فجاء بعنوان: اختصاص القضاء الوطني في جريمة الإبادة الجماعية، فيما ناقش الفصل الثاني موضوع الإختصاص القضائي الدولي في جريمة الإبادة الجماعية. وفي الفصل الثالث والأخير جاء بيان الاختصاص القضائي العراقي بشأن جريمة الإبادة الجماعية. وخاتمة تضمنت توصيات المؤلف.
