يبين "ميلوفان جيلاس" في كتابه هذا كيف أن المجتمع لا يمكن أن يكون كاملاً على الإنسان أن يتمسك بأفكاره ومثله العليا ولكن ليس عليه أن يتصور بالضرورة أن كل ذلك قابل للتحقيق، فالطوباي ما أن يتسلم السلطة حتى يصبح عقائدياً، فيمكنه حينذاك أن يحيد البؤس إلى الناس باسم العلمية والمثالية، فواجب الإنسان المعاصر أن يتقبل كأمر واقع عدم كمالية المجتمع، وان يتفهم كذلك أن الروح الإنسانية والأحلام والخيالات لا بد فيها لإصلاح المجتمع وتطويره والعمل من أجل تقدمه.
ويقول المؤلف بأن كتابه "مجتمع غير كامل" نضج في جد من العزلة والتأمل وذلك داخل السجن الذي زجه النظام اليوغسلافي فيه من جديد حيث قضى خمس سنوات أخرى بين الجدران، وبعد أن كان متمسكاً بفكرة المجتمع المتكامل ظهرت نماذج جديدة في المجتمع بحث باتت فكرة المجتمع الكامل غير معقولة ويقول في هذا الصدد بأن جميع الشياطين التي ظنت الشيوعية أنها طردتها من المستقبل، وكذلك من عالم اليوم قد تسربت إلى الشيوعية نفسها.
