خصص هذا الكتاب لشرح قانون العقوبات الاقتصادي في التشريع السوري والمقارن، وينطلق الشارح في ذلك من مقولة أنه آية دراسة للجرائم الاقتصادية، لن تحقق أغراضها العلمية والتعليمية، إلا إذا كانت دراسة مقارنة تتضمن موقف القانون والفقه والقضاء، في نماذج منتقاة من الدولة العربية والأجنبية، بالإضافة إلى ما هو عليه الحال في سورية، لهذا بدأ الشارح كتابه بتعريف قانون العقوبات الاقتصادي والجرائم الاقتصادية.
ثم انتقل إلى التأريخ لهذه الجرائم، وغلى دراسة بعض نماذج منها منتقاة من الدولة الرأسمالية والاشتراكية، ومن سورية. وبعد هذا القدر التوضيح لأنواع الجرائم الاقتصادية وطبيعتها، تابع بحثه بدراسة تحليلية للنص الجزائي في الجريمة الاقتصادية، ولأركان هذه الجريمة، وللمسؤولية الجزائية عنها، وللعقوبات والتدابير التي تفرض على مرتكبيها. كما واعتنى أخيراً بشرح تشكيل محكمة الأمن الاقتصادي وأصول المحاكمة أمامها.
