يأتي هذا الكتاب ضمن مشروع دراسات الديمقراطية في البلدان العربية، التي تُجرى في عدد من البلدان العربية التي بدأت الانفتاح السياسي، وهذه هي الدراسة الأولى التي يتم إنجازها.
تؤكد هذه الدراسة – في فصولها المتعاقبة – أن نظام الحكم الديمقراطي هو المدخل المتاح للخروج من مأزق الصراعات المدمرة، والسبيل إلى تأسيس نظام حكم يرتضيه الجميع، يضمن التنافس السلمي بين القوى السياسية وفق شرعية دستور ديمقراطي وتداول السلطة سلمياً بواسطة انتخابات دورية حرة ونزيهة.
إن المقصود بالديمقراطية في الجزائر ليس القيام بثورة على منظومة القيم الأخلاقية والدينية والاجتماعية للمجتمع، ولكن المقصود هنا هو تلك المبادئ الديمقراطية التي تشكل قاعدة حماية السلطة السياسية، والمتمثلة أساساً في: احترام الاختيار الحر للشعب والتداول السلمي للسلطة واحترام حرية التنظيم والتعبير والمعارضة والتعددية السياسية والحريات الفردية وتحقيق العدالة وتكافؤ الفرص بين جميع المواطنين، دون أي اعتبار عرقي، وأخيراً احترام قوانين الجمهورية واستقلال القضاء.
يقسم الكتاب إلى قسمين: تاريخ التجربة السياسية الجزائرية المعاصرة؛ والبنى الراهنة والتحول الديمقراطي، وجاء في تسعة فصول وخاتمة تبحث في "رؤية مستقبلية لتعزيز المساعي الديمقراطية".
