تحاول هذه الدراسة بحث الآثار التي خلفها الحصار الإسرائيلي على الأوضاع الاقتصادية والاجتماعية والثقافية في قطاع غزة، كما تقدم تقديراً للأوضاع الكارثية التي ستترتب على استمرار العمل بسياسة الحصار. وقد كشفت الدراسة أن حصار قطاع غزة أثر بشكل سلبي في مجمل الأوضاع الاجتماعية والاقتصادية والثقافية في القطاع، وترك نتائج كارثية على مختلف أوجه الحياة. وقد خلص المؤلف إلى أن سياسة الحصار على قطاع غزة تشكل انتهاكاً للقانون الدولي لحقوق الإنسان، وخاصة العهد الخاص بالحقوق المدنية والسياسية، والعهد الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، وذلك بغض النظر عن تبرير ممارسته من قبل الحكومة الإسرائيلية. كما تعدّ سياسة الحصار انتهاكاً للقانون الدولي الإنساني، وهي شكل من أشكال الاقتصاص أو الثأر من السكان المدنيين الفلسطينيين. وهذا الهدف، أي الثأر من الأفراد وممتلكاتهم، محرم في القانون الدولي مهما كان التبرير الإسرائيلي له، كونه يفتقد كلياً إلى الأساس القانوني، وهو انتهاك لأحكام القانون الدولي التي تحظر العقوبات الجماعية أو الثأرية من الأفراد المحميين.
