يسلط هذا الكتاب الضوء على قضية (كشمير) التي تصنف من ضمن أهم المشكلات العالمية، حيث ترتبط قضية كشمير بتوازن القوى في جنوب آسيا، وتوازن القوى بين الهند والصين.
وانطلاقاً من أهمية هذا الموضوع وضع الدكتور هلال كاظم حميري رؤيته للقضية في كتابه المعنون "كشمير صراع بين دولتين"، حيث يُرجع المؤلف تاريخ النزاع الكشميري بين الهند وباكستان إلى أغسطس سنة 1947، عندما لم يتقرر وضع كشمير في مرحلة التقسيم سواء بالإنضمام إلى الهند أو إلى باكستان وخاصة أن غالبية السكان كانوا مسلمين في الوقت الذي كانت الهيئة الحاكمة من الهنود في وقت التقسيم. طالب مهراجا كشمير بإبقائها على حالها الراهنة دون أن تنضم إلى أي من الدولتين ولكن نشبت بعد ذلك إضطرابات كبيرة بين المسلمين والحكام الهنود وشهدت كشمير مصادمات مسلحة تدفق على إثرها رجال القبائل الباكستانية لمساندة المسلمين وطلبت حكومة كشمير آنذاك مساعدة الهند وأعقب ذلك دخول القوات الهندية لمساندة المهراجا وخاصة بعد أن أعلن موافقته على الإنضمام إلى الهند (...) واستمر الصراع إلى الآن بسبب عدم إجراء استفتاء شعبي تشرف عليه الأمم المتحدة يقرر الشعب الكشميري مصيره.
يتألف الكتاب من ثلاثة فصول، عرض الفصل الأول للموقع الجغرافي والأحوال التاريخية لولاية كشمير، فيما سلط الفصل الثاني الضوء على بداية اليقظة السياسية في كشمير، والذي تضمن انعقاد المؤتمر الوطني الهندي في لاهور، وعرض سياسة مبادىء اللاعنف وظهور أحد القادة الكشميريين وهو الشيخ محمد عبد الله الذي قاد الحركة الوطنية للفترة من عام (1929-1948) ، وخصص الفصل الثالث لموضوع: قراءة التقسيم الهندي الباكستاني وعواقبه على القضية الكشميرية عام 1947، كما أشار إلى أهمية هذا القرار في بروز القضية الكشميرية وتدويلها، وإبراز نضالات شعبها المسلم الذي برزخ تحت السيطرة الهندوسية.
