يطرح الباحث "علي يوسف" في كتابه هذا إشكالية ممارسة الشورى عند من يأخذ بالسيرة العقلانية دون الدين، أو لدى من يأخذ بالدين والعقل معاً.
الأمر الهام بالنسبة للباحث هو كيف ينهض المسلمون، من هذا المنطلق يضع كتابه متناولاً مسألة الشورى ونظم الأمر ويعتبرها أول شروط هذا النهوض، ويعني بها تحديد الأهداف والوسائل والمسار، ثم تحديد القوى أو الجهات المعنية، وكيفية إقناعها وحشدها وتعبئتها، وتنظيم مشاركتها، وعلى ضوء هذه التجربة وما يرافقها من ممارسة الشورى بشرطها وشروطها من قبل المعنيين بالنهوض في أي أمر، وفي أي مجال، تبقى عملية النهوض حية ومستمرة بين الناس، ولكن ضعف ممارسة الشورى وخصوصاً في المواقع التي تتطلب قيادة جماعية وإتخاذها طابعاً شكليأً هو ما دفع به الكاتب إلى البحث في هذا الموضوع وهذا ما تمت معالجة في الفصل الأول من هذا الكتاب تحت عنوان "لماذا الشورى؟"، أما الفصل الثاني يطرح تساؤلاً هل يمكن إعتبار الشورى معادلاً للديمقراطية؟..
وبما أن الشورى هي مفهوم قرآني فهي بحاجة إلى مصداق عملي يجسد واقعاً إجتماعياً سياسياً ملموساً فهل يمكن تطبيقه في المؤسسات أي هل يمكن إعتماد دستور إسلامي، وهذا ما بحث به الكاتب في الفصل الثالث تحت عنوان "الشورى في دستور إسلامي"، ونظراً لما يطرحه هذا المصداق من إشكاليات ناجمة عن إزدواجية مصدر الشرعية (الموازيين الإسلامية ورأي الأمة) خصص الباحث الفصل الرابع لمعالجة هذه الإشكاليات تحت عنوان "هذا الدستور ومسألة الشرعية".
وأخيراً يعتبر الكاتب أن الهدف من هذا الكتاب لم يكن إنشاء بحث أكاديمي بقدر ما كان إنشاء بحث تدبيري عملي يسهم في إرشاد أنشطة، وتصويب أنشطة ذات منحى نهضوي.
