يعاني لبنان اليوم من أحداث حادة، تعود جذور معظمها إلى خلفيات سياسية، واقتصادية، وطائفية، وإقليمية ودولية. ومهما كانت النظرة إلى هذه الأحداث مختلفة، فإنها تكاد تلتقي على اعتبار هذه الجذور منطلقة من عهد المتصرفية، حيث تمت "بنية" لبنان على الصورة والشكل المستمرين حتى اليوم.
صحيح أن نظام المتصرفية قد حقق نزعة نوعية بإيجاد كيان لبناني مميز باعتراف الدولة العثمانية، وبنقلة من الإقطاعية إلى الديموقراطية المتعثرة، ومن الفرقة إلى التقارب المزعزع، ومن الحقد إلى الصفاء النسبي، ومن التشتت إلى التآخي والتودد؛ بيد أن هذا النظام قد كرّس الطائفية السياسية وطبع المجتمع اللبناني بمبادئ-ثوابت، وهي ما زالت مترسخة في صميم حياته السياسية والاجتماعية.
ولعل هذه الدراسة التي تناولت المتصرفية في عهد مظفر باشا تعكس تلك الرؤية، إذا ما أخذ بعين الاعتبار مسائل التوظيف والتعيين و"الجندرمة" والمالية والضرائب وأحداث سنة 1903 الطائفية وانعكاسها على جبل لبنان. وقد انطلق الباحث في تأريخ عهد مظفر بابا من منهجية بعيدة عن الأفكار أو الأحكام المسبقة، معتمداً مبدأ النقد التاريخي العلمي. وقد رأى في عرض التفاصيل فهماً مغايراً لما هو شائع في الأبحاث المتداولة. كما اعتمد إدراج بعض النصوص الأصلية لأهميتها في مدلولها من ناحية، ولتبقى نقطة ارتكاز أساسية في سياق البحث من ناحية ثانية.
وقد يتراءى للقارئ بأن الباحث استعمل تعابير سياسية عصرية كتعبير "الحكمة اللبنانية" بدلاً من "حكومة المتصرفية" وتعبير "لبنان" بدلاً من "جبل لبنان". لكن هذه التعابير كانت متداولة وموفورة في المصادر الأساسية التي اعتمدها الباحث.
