موضوع هذا البحث هو: أحكام المسألة والاستجداء (التسول) في الفقه الإسلامي حيث قام الباحث محمد بن يعقوب الخياط فيه بدراسة الأحكام والآداب المتعلقة بالمسألة، فبين حكمة الله في بسط الرزق لبعض عباده وقدره على آخرين، وبيان أحوال السؤال المشروع كمن سأل لحاجة، أو سؤال القرض والعارية وغير ذلك، والسؤال الممنوع كالسؤال مع الغنى، أو السؤال بوجه الله تعالى، أو سؤال القادرين على العمل والاكتساب، والسؤال والإعطاء داخل المسجد وخارجه، وبيان متي يجوز للسائل فيها أن يسأل غيره، ومتى يكف، وهل يختلف الحكم عند سؤال المرء لنفسه، أو سؤاله لغيره من الناس، كما هو الحال للعاملين في الجمعيات الخيرية وغيرهم من أهل الخير الذين تولوا إيصال حاجات المعوزين للأغنياء لقضائها عن طريقهم، مع بيان حد الغنى الذي يحرم فيه السؤال، إضافة إلى بيان شروط السؤال، وآدابه، وحكم الاستئجار على السؤال، والاستئجار على منعه، والآثار المترتبة عليه، والحلول والتدابير الشرعية للوقاية من ذل السؤال، وغير ذلك.
والمنهج الذي سار عليه في البحث كان على النحو التالي: أولاً: تصوير المسألة، ثانياً: إيراد أقوال أهل العلم في المسالة مع ذكر أدلة كل فريق والخلاف إن وجد ثم الترجيح، ثالثاً: استنباط الأحكام والآداب من خلال النصوص الشرعية، رابعاً: عزو الآيات القرآنية إلى سورها من المصحف الشريف، خامساً: عزو الأحاديث النبوية الشريفة إلى مراجعها من كتب السنة مع ذكر أقوال أهل العلم في درجة الحديث ما أمكن ما لم يكن في الصحيحين أو أحدهما. سادساً: شرح الغريب، سابعاً: ذكر أسماء المراجع حسب شهرتها نحو "تفسير ابن كثير" بدلاً من "تفسير القرآن العظيم".
إعداد الفهارس العلمية وهي كالتالي: فهرس الآيات الكريمة على حسب ورودها في المصحف، فهرس الأحاديث النبوية الشريفة، على حسب حروف المعجم، فهرس الآثار، على حسب حروف المعجم، فهرس القواعد، فهرس الأعلام على حسب خروف المعجم، فهرس المراجع والمصادر الواردة في البحث مع ترتيبها على حسب حروف المعجم، فهرس الموضوعات الواردة في البحث.
