تعاني البلدان العربية من غياب الديموقراطية، كما تختلف في فهمها: الكثيرين يطالبون بها، والبعض يحكم اسمها! والجميع يقمعون ويقمعون تحت رايتها، لكن لا أحد من الأنظمة ولا من النخب والأحزاب يوافق الآخر على أين هي، ولا ماذا هي!
يثير هذا الكتاب النقاش حول ضرورة إصلاح الأنظمة العربية ويتساءل، بما يشبه السخرية، حول جدوى هذا "الإصلاح" المنشود، ومدى مشروعيته وقدرته على النجاح، في ظل غياب الديموقراطية وعدم تحققها، وفي ظل تحفظات كثير من النخب والتيارات الحزبية الوطنية والإسلامية العربية عليها.
ويسعى الكتاب إلى فك "رموز" هذه الأسئلة والإجابة عنها، ويطرح في المقابل سؤالاً ملحاً حول ما تعنيه النخب العربية بحديثها عن الديموقراطية: هل هي تأمل في أن يتحقق مبدأ تداول السلطة بشكل سلمي؟ وهل يمكن تداولاً سليماً للسلطة أن يتم من دون إحداث تغييرات حقيقية في مواقف هذه النخب تجاه السلطة؟ كما يطرح تحفظات كل من التيارات السلفية والنخب السياسية والفكرية الأخرى في البلدان العربية على الديموقراطية، ويسعى إلى تفكيك هذه المواقف وإيجاد نوع من الحوار في ما بينها، من أجل فهم أسباب اعتراضاتها عليها، وبهدف التمهيد لقيام "مصالحة" لا بد منها بين المنادين بالديموقراطية والمعترضين عليها، حتى لا يظل الحديث عن الديموقراطية، والنقاش حولها من "التابوهات" الممنوع المساس بها!
