هذا الكتاب، هو محاولة من قبل مؤلفه الدكتور عواد عباس الحردان؛ لدراسة النظام السياسي وفق المنهج السوسيولوجي، ذلك أن النظام السياسي - وفق هذا المنهج - جزء من كل هو النظام الإجتماعي، فمن أراد دراسة النظام السياسي فعليه أن يدرس البناء السياسي الذي يعد جزءاً من كل هو البناء الإجتماعي.
يعتبر مؤلف الكتاب أن الحقل العلمي الذي ينتمي إليه الباحث - لا المبحث - هو الذي سيجعل دراسة هذه الواقعة أو تلك من منظور العلم المخصوص به... فعالِم السياسة الذي ينظر إلى النظام السياسي ينظر إليه من منظاره هو، وهذا حال عالم الإجتماع الذي لن يجد سوى المنظار الإجتماعي هو المنظار المخصوص في النظر إليه...
ووفقاً لهذين النظرتين - يقوم مفهوم هذه الدراسة للنظام السياسي الذي لن يكون - وفقاً للمؤلف - سوى (إطار مفاهيمي مرجعي) لم يتبلور بعد لأن يكون كليات عامة تصلح لأن تكون (نظرية سياسية) وفق منطلقاته سيتم دراسة النظام السياسي.
في ضوء ما سبق انتظمت الدراسة في فصلين: بحث الفصل الأول في "مفهوم النظام السياسي" فيما بحث الفصل الثاني "بنية النظام السياسي".
