في كتابه هذا يقدم المهندس "عدنان الرفاعي" نظرية قرآنية في مسائل القضاء والقدر إنطلاقاً من فهم أكثر عمقاً وصحة للنص القرآني الكريم، ضمن إطار العلم والعقل والمنطق؛ معتبراً أن ما يتطور في إدراكنا لدلالات القرآن الكريم هو إدراكنا للفكر الذي يشع منه، وللقوانين الكونية التي يحملها، وبما أن مسائل القضاء والقدر هي مسائل غيبية.
ينطلق الكاتب في دراستها من خلال إدراك متعلقاتها المادية بإعتبارها الخطوة الأولى بإتجاه فهم هذه المسائلة فيبدأ بتوضيح مفاهيم المادة والمكان والزمان، وكيف أن هذا العالم المادي المحكوم لقوانين المكان والزمان ماهية الخاصة به، وأن البشر محكومون بتصوراتهم لقوانينة المادية وهي (المادة، المكان، الزمان، مراتب الوجود)؛ ثم ينتقل بعد ذلك إلى توضيح مفهومي الروح والنفس، والإدراك حدود هاتين المسألتين، وبعد ذلك يلقي الأضواء على الحدود التي تفصل بين عالمي الغيب والشهادة، وإختلاف البشر في النظرة إليها؛ يلي ذلك نظرة على الحدود التي تفصل الإرادة عن المشيئة وهي مسائل الروح والنفس، الغيب والشهادة، الإرادة والمشيئة.
ثم ينطلق الكاتب بعد ذلك لإلقاء الضوء على مفهوم القضاء، حسب مشتقات هذه الكلمة في القرآن الكريم، مبيناً أن القضاء مسألة مستقلة لها حدودها التي تميزها؛ وبعد إدراك مفهوم القضاء، ينتقل الكاتب إلى مفهوم الجبر والإختيار، وعلى حدودها في حياة البشر بناءً على المفاهيم السابقة الواردة، وكذلك حسب ما يصوره القرآن الكريم للمسائل الثلاث (القضاء، الجبر، الإختيار)؛ وللإنطلاق بإتجاه إدراك مفهوم القدر، يوضح الكاتب مفهومي العلم والوجود وذلك بتوضيح مفهوم القدر، كما ترسمه كلمات الله تعالى في المسائل الثلاث (العلم، الوجود، القدر).
يهدف الكاتب من تعمقه في هذا البحث إلى إظهار حقيقة الأصل الذي يعتبره ليس وضعياً من وضع البشر، وإنما هو منهج سماوي لا يحده مكان ولا زمان... مستمداً من القرآن مادته الأساسية وهي العلم والعقل والمنطق للبرهان على جوهر الحقيقة، وبالمقابل يطلب من القارئ إلى لبِّه عقله وصدق إرادته في إدراك الحق للوصول إلى جوهر النظرية ومرادها.
