يشكل الاحتفاء بالثقافة، في مجتمع ما، أهم علامة من علامات المدنية والحضارة. وليس غريباً على سورية، حاضرة المتنبي وأبي العلاء المعري وأبي فراس الحمداني أن تولي الشعر والقصة والمسرح والسينما هذا الاهتمام الكبير. يؤكد المخرج والناقد السينمائي السوري صلاح دهني أن أول مهرجان سينمائي يعقد في سورية، بل وفي الوطن العربي، هو ذاك الذي عرفته دمشق عام 1956، وجرت وقائعه ضمن فعاليات معرض دمشق الدولي الثالث. وكان من أهم أهداف مهرجان دمشق السينمائي: تطوير السينما العربية والنهوض بها، تدعيم الاتجاهات الجادة في السينما الآسيوية بشكل خاص، خلق علاقة متجددة بين السينما والسينمائيين من جهة، والجمهور من جهة أخرى. بناء جسور ثقافية وفكرية بين السينمائيين العرب من جهة وبينهم وبين السينمائيين في بلدان العالم الثالث والعالم من جهة أخرى.
