وهكذا تأتي هذه الدراسة كمرحلة تأخذنا إلى العالم البعيد، عالم الانبثاق الأول للحكومة فتتحدث عن نشأة الحكومة الأولى وأسطورة السلطة، من ثم تكشف عن القواعد الحاكمة للسلطة والتي هي فلك القانون، أهرام القدرة، الملكية، وفي مرحلة لاحقة تتوقف الدراسة عند أشكال الحكومة وتحولاتها سواءً الوظيفية أو الثورية وأخيراً تطرح أفكار حول نظرية الدولة.
