يحتوي هذا الكتاب الدراسات والتعقيبات والمداخلات التي شهدها اللقاء السنوي الثامن عشر لمشروع دراسات الديمقراطية في البلدان العربية، وكان موضوعه هو "الانتقال إلى نظم حكم ديمقراطية: دراسة مقارنة لدول عربية مع دول أخرى".
ويطرح الكتاب سؤالاً محورياً هو: "لماذا انتقلت دول عدة في جنوب وشرق أوروبا وأمريكا اللاتينية وجنوب شرق آسيا وأفريقيا إلى الديمقراطية بينما تأخر العرب؟".
وللإجابة عن هذا السؤال تصدى عدد من الباحثين العرب لمهمتين أساسيتين، الأولى معرفة الأسباب التي كانت وراء نجاح الكثير من حالات الانتقال من نظم حكم الفرد أو القلة إلى نظم الحكم الديمقراطي في جنوب وشرق أوروبا وأمريكا اللاتينية وجنوب شرق آسيا وأفريقيا، واستخلاص العبر والدروس من هذه التجارب، والثانية دراسة العقبات التي تحول دون إتمام حالات انتقال مماثلة في دول عربية شرعت في عمليات انفتاح سياسي غير أنها لم تشهد حالات انتقال حقيقية ومكتملة نحو الديمقراطية.
ولعل من أهم استنتاجات هذا الكتاب هو أن الانتقال إلى الديمقراطية في البلدان العربية يتطلب توافقاً بين القوى السياسية التي تنشد التغيير السلمي على النظام الديمقراطي بأسسه ومبادئه وآلياته وضوابطه المتعارف عليها كنظام بديل لنظم حكم الفرد أو القلة.
وهذا الاتفاق يتطلب، بدوره، إيمان هذه القوى ذاتها بالديمقراطية، واعتدال خطابها السياسي، وانفتاحها على كافة القوى، ثم تكتلها من أجل توسيع قاعدة من يرون في الديمقراطية مصلحةً لهم، والضغط على السلطة بهدف خلخلة تماسكها، وإضعاف جبهة الداعمين لها، ودفعها إلى القبول بالانتقال فعلاً إلى الديمقراطية..
