من مواليد ليبيا براك الشاطي 1953م تحصَّل على البكلوريوس في الخدمة الاجتماعية بتقدير ممتاز مع درجة الشرف الأول على الخريجين بقسم الخدمة الاجتماعية 1977م.
قُبِلً معيداً بالقسم 1978م.
تحصًّل على الماجستير في التنمية البشرية من جامعة جورج واشنطن الولايات المتحدة الأمريكية 1981م، ثمَّ تحصٍّلَ على الدكتوراه في الخدمة الاجتماعية جامعة طرابلس 1992م.
يشغل الآن درجة أستاذ بجامعة طرابلس كلية الاداب.
وقد شغل منصب أمين التعليم والبحث العلمي ب طرابس، ثم شغل منصب وزيرا للتعليم العالي بليبيا، ومن بعده شغل منصب وزير التنمية البشرية

يحاول هذا الكتاب أن يتحرى دور كل من الوطن والمواطن في بناء مجتمع أفضل ومستقبل آمن وعليه يقول المؤلف يجب ألاَ تكون خطط واستراتيجيات الوطن مقصورة على المتوقع فقط، بل يجب أن تشمل غير المتوقع ويتساءل لم لا يكون أمر الناس شورى بينهم؟ ولم لا تسود المساواة بين الناس مع تقدير الفروق الفردية؟ إلى آخر ذلك من تساؤلات وأخيراً يتوصل الكتاب إلى خلاصة أن الوطن واحد والشعب واحد والقيم ملك للجميع مثلما الوطن ملك للجميع مع مراعاة وتقدير واعتبار كل خصوصية من خصوصيات المكون الإجتماعي للأمة أو الوطن...
