كتاب حسن الرفاعي هو سيرة ذاتية تغطّي ما ينوف على تسعة عقود من حياة رجل لمع في عالم القانون والسياسة وبقي اسمه حاضراً في ساحة الفتاوى الدستورية والقانونيّة التي جعلته مستحقاً عن جدارة لقب "حارس الجمهورية".
"اقول بكل صدق وإخلاص، إننا نحن مجموعة من النواب القُدامى (أي الذين كانوا في مجلس 1972 وأعيد إنتخابهم سنة 1992) نشعر بفراغ في المجلس النيابي، لأن حسن الرفاعي لم يعد موجوداً بيننا، إنما في المقابل هناك عدد لا يُستهان به من النواب كان مصاباً بعقدة حسن الرفاعي، فتمنّوا أن يبقى بعيداً عن صفوفنا، واعتبروا أنه قد أقصي من الساحة، وإذ به يطل من ساحة أخرى، ساحة المحاماة، فيشكِّل عقدة جديدة لكل مجموعة المحامين في لبنان، فللمرة الأولى في تاريخ المحاماة في لبنان، يظهر فرد يشكل مؤسسة توازي مؤسسة "كاريتاس" في خدمة المظلومين.
إنّه شرف لي أن أكون قد وَسَّطتُ نفسي بين مجموعة من المظلومين وبين حسن الرفاعي، فأبى إلاّ أن يجنّد نفسه مجاناً خدمة للمظلومين، فتشكّلت هذه العقدة الجديدة لمجموعة من المحامين في لبنان.
لم يقبض (الرفاعي) أي مبلغ كأتعاب، إنّما هذه المجموعة التي التفت الآن، وهذه العاطفة التي شعرتُ بها تشكّل أكبر تعويض قبضه محامٍ في تاريخ الإنسانية.
من كلام النائب الراحل أوغست باخوس في حفلة شكر أقامها موظّفو الإدارة المصروفون الذين دافع عنهم الرفاعي وأعادهم إلى وظائفهم سنة 1995.
