هذا كتاب تكلم فيه المصنف وهو "محمد بن طباطبا" المعروف "بابن الطقطقا" عن أحوال الدول وأمور الملك، وذكر فيه ما استظرفه من أحوال الملوك الفضلاء، واستقراه من سيد الخلفاء والوزراء، وبناه على فصلين: الفصل الأول: تكلم فيه على الأمور السلطانيّة، والسياسات الملكيّة، وخواص الملك التي يتميز بها عن السوقة، والتي يجب أن تكون موجودة أو معدومةً فيه، وما يجب له على رعيته وما يجب لهم عليه.
هذا ورصّع الكلام فيه بالآيات القرآنية والأحاديث النبوية والحكايات المستظرفة والأشعار المستحسنة. أما الفصل الثاني: فتكلم فيه على دولة من مشاهير الدول التي كانت طاعتها عامّة، ومحاسنه تامة، بادئاً بدولة الأربعة أبي بكر وعُمر وعثمان وعلي، رضي الله عنهم، على الترتيب الذي وقع، منتقلاً بعد ذلك إلى الدولة التي تسلمت الملك منها وهي الدولة الأموية، ثم بالدولة التي تسلمت الملك منها وهي الدولة العباسية، ثم بالدول التي وقعت أو ظهرت في أثناء الدول الكبار كدولة بني بويه وكدولة بني سلجوق وكدولة الفاطميين بمصر.
هذا وتقع أهمية هذا الكتاب في أنه من المصنفات التي يحتاج إليها كل من يسوس أمور الجمهور، ويدبر أمورهم، وهو برأينا أنفها من الحماسة التي لهج الناس بها، وأخذوا أولادهم بحفظها، ذلك أن الحماسة لا يستفاد منها بأكثر من الترغيب في الشجاعة والضيافة وشيء يسير من الأخلاق في الباب المسمّى باب الأدب، أما هذا الكتاب فإنه يستفاد منه في الخصال المذكورة سابقاً كما ويستفاد منه في قواعد السياسة وأدوات الرياسة.
