تستهدف عملية الإشراف التربوي في المؤسسات التعليمية على إختلاف أنواعها دراسة الظروف التي تؤثر في عملية التربية والتعليم والعمل على تحسين تلك الظروف بالطريقة التي تضمن تنمية قدرات وإمكانات الطالب وفق ما تهدف إليه التربية عبر إمتداداتها بين أكبر مساحة من نخبة المثقفين، حيث تحولت النظرة الحديثة عن إطار الطابع الكلاسيكي الذي كان عليه الإشراف التربوي بنمطه القديم، حيث كان يوجه إهتماماته لمراقبة نشاطات المعلم أو المدرس وتثبيت الأخطاء والتفتيش عن نقاط الضعف في شخصيته وإمكانياتها العلمية والتدريسية وتحسيم المخالفات وتحويلها بغية محاسبته ومعاقبته بغياب عامل التقويم والمقابلة والمناقشة المبنية على أساس ولغة الفهم المشتركة للوصول إلى تحقيق أهداف الإشراف ومضامينه التربوية والإنسانية، وبالتالي مساعدة المعلم في مواجهة هذه المشاكل والمواقف التعليمية والقدرة على معالجتها، وبذلك تكون العلاقات التربوية الودية والإنسانية لرفع معنوياته وتحفيزه نحو الإبداع والتجديد والتحديث ومواكبة المعايير والنظم الجديدة في التربية والتعليم وتهيئة ظروف ومناخات سليمة لنموه المنهي وإرشاده لتدارس العوامل المختلفة التي تسهل بلوغ الأهداف النهائية لعملية التربية والتعليم بأجواء مشبعة بروح الطابع القيادي والديمقراطية والتعاطف واللغة المشتركة.
فالإشراف التربوي بوصفه الحديث المتقن يقدم خدمة مهنية عالية فنية وعلمية، وذلك لتنوع أغراضه وغاياته في تعريف مستلزمات مهنة التدريس والقيادة والإدارة للمعلم والمدرس في المؤسسات التعليمية والقدرة على تحقيق حالة الضبط في عالم الصف الدراسي ودوره المتميز في تثقيف وتهذيب الطالب.
