يظل الحديث عن موضوعة الدولة الوطنية من أكثر الأحاديث إثارة للجدل واستدعاء للأسئلة، لأن هذه الدولة لم تعد قرينة بحراك الجماعات التقليدية المهيمنة ومظاهر نشوئها التاريخية الملتبسة، بقدر ما أضحت قرينة بحراك سسيوسياسي أوسع، وبسيرورات تحمل معها مشروعها في التأصيل والاستعداد للمغايرة، لأن الدولة ظاهرة تاريخية. ولا أحسب أن هناك رؤية واضحة للتعاطي مع الإشكالات المعقدة التي تمسّ جنيالوجياً الدولة أكثر من المقاربات التي تقارب جوهر استحقاقات تشكل هذه الدولة أولاً في ظل التعرّف على معطياتها التاريخية التي اقترنت بأشكلة المفهوم المتدوال للدولة المعاصرة، وطبائع علاقاتها وهويتها ونظامها في الحكم والمؤسسات والحقوق، وثانياً في استقراء الجوانب الثقافية لظاهرة الدولة بكل منتجاتها الايديولوجية والفكرية، تلك التي وضعت الدولة بين وقائع التاريخ بكل مظاهره وبين افتراضات النسق الذي يضعنا أمام الحاجة إلى توصيف آخر للفاعليات التي بدأت تتجاوز ماكرسته الأنساق القديمة التي احتضنت تاريخياً نمط الحاكميات العربية. في هذا الكتاب حاولنا الاقتراب من معاينة مايتعلق بظاهرة الدولة الوطنية والتباساتها، من خلال معاينة مايحوطها من تاريخ محشو بالكثير من الصراعات والأزمات، ومايؤثر فيها من عوامل ضاغطة، بدءاً من الأثر الإشكالي لعامل الجماعة وطبائعها ودورها وهويتها، وكذلك ما اقترن بعامل الهويات وأزمات صراعها التاريخي، وانتهاء بعامل الشخصية، باعتبار أن هذه الشخصية هي مثال للسيرورة الاجتماعية والتاريخية التي تمثلت لكل مؤثرات الصراعات التي شهدها تاريخ البيئة السياسية العراقية.
