هذا الدليل هو الأول من نوعه في إطار العالم العربي، وهو يهدف لأن يكون المرشد العلمي للدول العربية في سائر ممارساتها المتصلة بالتنمية المائية. وهو يتضمن اثني عشر فصلاً، هي المكونات الرئيسية للتنمية المائية، مضافاً إليها معجم للمصطلحات العلمية ومجموعة مختارة من المراجع. وتم إعداده على خلفية الواقع العربي وانعكاساته الداخلية، وفي ضوء تجربة ميدانية ذاتية لأربعة عقود ونيف، وبناء على المبادئ والأسس المفارق عليها عالمياًَ.
وقد طرح في مقدمة كل من الفصول المذكورة، الوضع الراهن في المنطقة العربية بالنسبة لموضوع الفصل، مقروناً بالاتجاهات الحديثة والأسس والمبادئ التي يقوم عليها في العصر الحديث، لتسفر عنها مجموعة من الأسس والمبادئ وبعضها يحمل طابع التوصيات أو البدائل.
