عولمة الرعب تعني، هنا، تعميمه دون استثناء، وتأكيد المساواة في تهديد المصائر، فالمسار الأمني، في ظل العولمة الجديدة وقوة اعتدائيتها غير المسبوقة، وفي ضوء المعطيات التكنولوجية الحديثة، سيذهب في الاتجاه المعاكس للمسارات الأخرى في العولمة حيث يزداد الأقوياء قوة والضعفاء ضعفاً، والأثرياء ثراءً والفقراء فقراً، والمتقدمون تقدماً، والمتأخرون تأخراً. خصوصية المسار الأمني الجديد أنه سيوزع ويله على الجميع، بل سيكون وقعه على الأقوياء والأغنياء والمتقدمين أقوى منه على الضعفاء والمتأخرين.
وموضوع الكتاب الذي نقلب صفحاته، هو حصراً، هذا المسار الأمني الذي يراه المؤلف مسرعاً في الوصول بالجميع إلى الطريق المسدودة، وربما إلى الكارثة، وهو هنا يحاول استكشاف بعض نهاياته الرهيبة المحتملة، فالكل يجهل استحقاقاته التي هي من سرّه، ويبحث في العوامل والعناصر التي ألفت مادته، والقرارات التي أنتجته والخيارات السياسية والستراتيجية والحضارية التي هي في خلفيته وأساسه. وغاية الكاتب المباشرة التأكيد على ضرورة التغيير في اتجاه المسار أو التخفيف في وتيرة سرعته على الأقل. أما القضية والطموحات، فهي أن يحدث تغيير في الخيارات الأساس المسؤولة عن تقرير المسار.
وهنا يرى الكاتب بأنه من غير الجائز بعد الآن التردد في التصدي للأخطار الحقيقية التي تهدد أمن الإنسانية الفيزيائي، فضلاً عن الحضاري، وفي النضال المسؤول لأحداث التغيير. فالإنسانية، في هذا الشأن، على مفترق، بين أمن الإنسانية وارتقائها وحلم التسامي الإنساني وبين كابوس الفناء.
