المجتمع والدولة شكلان من أشكال التنظيم اللذين عرفهما الإنسان خلال مراحل تطوره، فمنذ بداياته القصية عمل على تأسيس أشكال من التنظيم تفاوتت من حيث درجة قوتها ومتانتها بحسب الظروف والدوافع الثاوية خلفها؛ حيث تؤكد مجمل ا لدراسات السوسيولوجية والإثنواغرافية والأنثربولوجية أن "المجتمع" كإطار للتنظيم عرف تطوراً كبيراً ارتقى خلاله من صور بسيطة ومحدودة إلى صور أكثر صرامة ودقة على مستوى المعايير والأسس المنظمة له.
إن العلاقة المركبة بين المجتمع والدولة والإختلاف القائم بينهما، كان أحد الأسباب التي دفعتنا إلى الجمع بينهما في هذا العمل، آملين منه أن يكون دافعاً إلى النبش في القضايا المتوارية التي يستبطنانها، والتي تعتبر السكوت عنها أحد العوامل المسهمة في إستمرار تخلفنا وجهلنا عن حقيقتهما، وسنقوم بذلك من خلال جزأين أحدهما سنخصصه للبحث في مفهوم المجتمع ونشأة الدولة والغاية منها وفق التقسيم الموالي: ففي الفصل الأولى ستتولى البحث في مفهوم المجتمع من حيث أصله وغاياته.
أما في الفصل الثاني، فسنحاول النبش في مشكل تكوّن الدولة والدوافع التي كانت وراء تحمس المنظرين لها؛ وفي الفصل الثالث سنقوم رفقة الفلاسفة والمفكرين بالبحث في مختلف الإجابات التي قدمت للسؤال القديم الجديد: ما الغاية من الدولة؟ وذلك لغرض الكشف عن حقيقة المهام التي تقوم بها، وكذا الإيديولوجيات المستبطنة في الخطاب التبريري الذي يرى الدولة الضامن الوحيد لبقاء الإنسان على الأرض.
