يبدأ العفيف الأخضر كتابه "إصلاح العربية" واضعاً أسس عمله وفق خطة محكمة تقوم على ثلاثة عناصر: 1- يتبنى معجم المصطلحات الغربي بتعريبه [كتابة المصطلح بالأحرف العربية مع الإبقاء على بنية المصطلح في لغته الأصلية]..، 2- إصلاح النحو، بإلغاء الإعراب والوقوف على السكون، كما طالب بذلك أحمد أمين وطه حسين، وكما فعلت اللغات الحديثة...، 3- ضرورة إصلاح الأبجدية العربية، الفقيرة في الصوتيات، مما جعلها أحياناً شبه هيروغليفية...
وفي هذا الإطار يعود المؤلف إلى ما أنتجته اللغات الأخرى من تحديثات في لغاتها فيرصدها ويناقشها في محاولة لتطبيق مثيلها في اللغة العربية، فبرأيه أن العربية تموت عندما تستبد بها فكرة ثابتة، تخشبها، فتعيق تطورها، برفض إضفاء الشرعية، على تطور قواعدها ومعجمها، فتصاب بالإنفصام إلى لغتين: فصحى الكتابة، وفصحى الحياة. دون أي تلاقح بينهما، كما يجري في اللغات الحية الأولى، التي تجنبت غالباً، كالأنجلو- ساكسونية، إحلال الإرادوية الأصولية، محل قانون التطور اللغوي. لأن ذلك انتهاك للتاريخ، الذي لا يعترف إلا بالانتخاب الطبيعي، النقيض المباشر للانتخاب الإرادوي.
وللتأكيد على نظريته هذه يسوق المؤلف تجارب عدة أجريت في دول غريبة على الإنسان والحيوان (والقرود) الشبيهة بالإنسان، ليجد أن فرق تعلم اللغة هو في الدرجة لا في النوع، إذ اكتشفت تلك الدراسات أن الجوريلا والشامبانزي قادرة على استيعاب 400 كلمة، وهي نفس عدد الكلمات التي يستخدمها الأناس العاديون.
نستنتج من ذلك أن المؤلف يتبنى نظرية تطور اللغة وليس ثباتها وهو ما سيتم توضيحه في هذا الكتاب.
