يضم هذا الكتاب أعمال ندوة "من أجل إصلاح جامعة الدول العربية" التي نظمها مركز دراسات الوحدة العربية بالتعاون مع المؤتمر الشعبي العام في الجمهورية اليمنية بمشاركة نخبة من الباحثين والمعقبين المتخصصين كمساهمة علمية جدية في دعم الجهود الإصلاحية للجامعة التي تشهد اليوم انتقالاً من حيز الأفكار إلى حيّز التنفيذ، بعدما وصلت أزمة النظام العربي إلى ذروتها مع الاحتلال الأمريكي للعراق الذي أفضى إلى تغيّر استراتيجي جذري في المنطقة لصالح اسرائيل فازدادت شراسة في حربها ضد الشعب الفلسطيني. إن اعتراف النظام العربي بأزمته الهيكلية السياسية المركبة متمثلاً بالدعوة الجدية إلى إنفاذ فكرة إصلاح الجامعة هو خطوة جوهرية في الطريق الصحيح، وقد ترافقت مبادرات الدول الأعضاء وكثرتها النسبية وجدية المناقشات على مستوى مندوبيها في الجامعة – والتي يجمع بينها قاسم مشترك هو إعادة النظر بالميثاق وتعديله في ضوء المتغيرات الجديدة – للمرة الأولى مع حلقات الرأي العام ومحاولات المراكز البحثية الجدية والمجتمع المدني العربي في السعي لدور ضاغط لإخراج العمل العربي المشترك من مأزقه. يتوجه هذا الكتاب إلى كل من يهتم بقضايا العمل العربي المشترك من دوائر أصحاب القرار في الدول الأعضاء أو على مستوى الجامعة ككل، وممارسين سياسيين في الأحزاب، وفي مؤسسات المجتمع المدني. ويجد فيه القارئ توثيقاً شاملاً لعرض مشكلات التطور السياسي العربي في نظامه المؤسسي.
