وعلى الرغم من أن الإسلام كان أول ضحايا هذا الإرهاب وميداناً لكل ممارساته، إلا إنه كان أول المهتمين به، بزعم أنّه راعٍ وداعٍ ومنفذ، للفكر الإرهابي، ومنها جاءت فكرة هذا البحث، لمعرفة الحدود التي تقرًّ بها الشريعة الإسلامية إزاء سفك الدم سواء دم المسلم أو غير المسلم.
