يسعى الكونغرس وإدارة أوباما إلى التعاون الدفاعي مع تركيا، على أساس ثنائيّ، ومن خلال منظّمة حلف شمال الأطلسي، في وقت يواجه فيه البلدان تحديات جديدة بفعل السياسة الخارجية التركيّة الأكثر استقلالاً والتغيّرات الحاصلة على صعيد الظروف الأمنيّة الإقليمية.
إن التعاون الدفاعي (التركي-الأميركي) متجذّرٌ في النظرة المشتركة إلى التهديدات والأخطار منذ حقبة الحرب الباردة، وقائم على علاقات الولايات المتحدة بالقيادة العسكرية التركية. وعلى الرّغم من متانة هذه العلاقات؛ يبدو أنها سوف تتأثّر سلباً بسبب انحسار النفوذ السياسي الذي كان الجيش يمارسه وسط المجتمع التركي؛ من جهة، ونظراً لبعض الانحرافات السلبية التي طرأت على المشاعر الشعبيّة التركيّة حيال الولايات المتحدة، على مدى العقد الفائت من الزمن، من جهة ثانية. وفي الوقت المناسب، نستطيع القول إن أهميّة تركيا، كحليفة للولايات المتحدة، ازدادت على نحو قابل للجدل فيما خصّ القضايا الدولية وقضايا المنطقة المحيطة بها (العراق...إيران...أفغانستان...عملية التسوية الإسرائيلية-الفلسطينية). ومطلع العام2011، أصبح دور تركيا الإقليمي اكثر بروزاً، على نحو قابل للجدل أيضاً، كما بدا واضحاً من خلال ولوجها مسألة تدخّل حلف شمال الأطلسي في ليبيا، من البابَيْن السياسي والعسكري!
