وبالإضافة إلى وجود وبروز تجارب ناجحة إلى حدٍ كبير في مجال الصيرفة الإسلامية في عدد من الدول الإسلامية إلى درجة أنها أصبحت مقبولة ومرحباً بها في الدول الغربية أيضاً؛ مما دفعت باتجاه توسيع وتطوير هذه التجارب لتشمل بقية مجالات الإقتصادي بما فيها الشركات والأسواق المالية، والتي تتطلب تطوير البحوث والدراسات في مجال التحليلات والسياسات المالية في الإقتصادي الإسلامي.
عليه وبغية دراسة أهداف وأدوات السياسة المالية كجزء من السياسة الإقتصادية العامة في الإسلام ومقارنتها بأهداف وأدوات السياسة المالية في الإقتصاد الوضعي فقد جاءت هذه الرسالة الموسومة بـ (السياسة المالية وأدواتها في الإقتصاد الإسلامي دراسة مقارنة بالسياسة المالية في الإقتصادي الوضعي وذلك في ثلاثة فصول رئيسية، يتناول الفصل الأول السياسة المالية في الإقتصادي الإسلامي والذي يشتمل على فهم السياسة المالية في الإقتصاد الإسلامي والضوابط الشرعية لها.
بينما يتطرق الفصل الثاني إلى السياسة المالية في الإقتصادي الوضعي والذي يشتمل أيضاً على مفهوم السياسة المالية في الإقتصادي الوضعي والضوابط القانونية لها.
ويتضمن الفصل الثالث المقارنة بين السياسة المالية في الإقتصادي الإسلامي والإقتصاد الوضعي والذي يتناول أوجه الشبه والإختلاف بينهما من حيث المفهوم والأهداف والنطاق، وكذلك من حيث الضوابط، والأدوات، ومن حيث الوظائف والآثار، وكذلك من حيث التطبيقات، كل ذلك من خلال ستة مباحث.
وأخيراً من خلال الفصول والمباحث السابقة فقد توصل الباحث إلى مجموعة من الإستنتاجات والتوصيات.
