يتمحور هذا الكتاب حول الإتصال التعليمي بوسائله وتقنياته الحديثة والمتنوعة وفيه ينطلق المؤلف من مفهوم الإتصال عموماً بما هو: "عملية ربط المرسل والمستقبل بواسطة لإحداث أثر معين" أما عملية الإتصال التعليمي فهي: "عملية مخصوصة، تتم بين المعلم والمتعلم بسبل ووسائل مخصوصة، في بيئة مخصوصة، لتحقيق أهداف مخصوصة".
وعلى هذا، يتضح من التعريفيين السابقين أن الإتصال التعليمي هو عملية تتصف بخصوصية الربط والمشاركة والتفاعل ما بين المعلم والمتعلم، ويلزمها أيضاً طرائق تدريس ووسائل منهجية، تتم في بيئة تعليمية، بقصد تحقيق عملية تعليمية منظمة ومنضبطة. ومن هنا أراد الدكتور هاني محمود المطارنة وضع هذه الدراسة كـ "مقدمة في الإتصال وأهميته وخصائصه وعناصره ونماذجه ومعوقاته، أما الثاني: فجاء موضحاً لوسائل العملية التعليمية، غاياتها ومبادئها وأسسها وتصنيفاتها، أما الثالث: فقد جاء ليبين الإتصال التعليمي من الناحية الإبداعية والتعليم الذاتي، وأما الرابع فاشتمل على نماذج من الوسائل التعليمية اليدوية والميكانيكية بحسب المنتجات والتقنيات المستحدثة ويأتي الفصل الخامس والأخير ليوضح تقنيات التعليم المعاصر، ليحدد الفرق بينها وبين الوسائل، وأهميتها وعناصرها وأسس استخدامها، ونماذج من التقنيات التعليمية المستحدثة.
