أن إطار الحوكمة يشتمل في الأغلب على مجموعة من العلاقات التنظيمية والقوانين الناظمة لعملية التدقيق والمحاسبة وتوفر منظومة متكاملة من المعايير لقياس الأداء، حيث تسعى المؤسسات من خلال عملية حوكمة عملياتها بشقيها الداخلية والخارجية إلى توفير أكبر قدر من التجانس بين وحداتها الإدارية حيث تكون أعمال تلك الوحدات متجانسة ومكملة بعضها لبعض، فمثلاً أن حوكمة تكنولوجيا المعلومات تعنى بتشكيل إستراتيجية معلوماتية تكون أهدافهما متطابقة مع الإستراتيجية العامة وتوفر إجراءات وقوانين كفيلة بأن تلزم العاملين على التقنية بالإستراتيجية العامة للشركة وأيضاً فإنها تعتني بتنظيم وتهيئة العلاقة بين منتجي الخدمات التكنولوجيا ومستهلكيها بشقيهم الداخلين والخارجين، وحيث أن الإدارة المعلوماتية تركز على الأعمال والإجراءات الداخلية من حيث تجهيز وتركيب وتشغيل الأنظمة إلى أن الحوكمة المعلوماتية تكون أكثر عناية لتحقيق التجانس بين الأنظمة المعلوماتية المطلوبة وأهداف المؤسسة (أحميه، 2014).
