بسبب ما تشهده الأوضاع في العالم نتيجة الحروب والصراعات الداخلية والخارجية وإنتشار ظواهر إنتهاكات حقوق الإنسان والإضطهاد، ومع تزايد مشكلة اللاجئين وتطورها في الألفية الثالثة، حيث تفاقمت أكثر من بدايات العقد الثاني من هذه الألفية، وذلك تبعاً للحروب والنزاعات المستمرة في كثير من مناطق العالم بسبب ما عرفته مختلف بلدان العالم وبخاصة بعض دول العالم العربي من موجات اللجوء والنزوح والهرب من القتل والدمار والخراب، وإنعدام أبسط مقومات الحياة في عدد من البلدان العربية، مما جعل من أوضاع اللاجئين في مختلف القارات هاجساً من هواجس المجتمع الدولي.
