يهتم هذا الكتاب في الدرجة الأولى بجمال الأسلوب ونصاعته شأنه في ذلك شأن التآليف الخاصة بأدب الترسل (الرسائل). ومعلوم أن الدعيمة الأساسية التي يقوم عليها هذا الفن الأدبي هي جودة النظم وروعة البيان. وقد بلغت العناية بالأسلوب عند الأدباء المتوسلين غايتها، ووصلت ذروتها في هذه الفترة التي عاش فيها هلال الصابي ومعاصراه ابن العميد والصاحب ابن عباد. وقد استعان هلال على تجميل أسلوبه وتدبيجه بمختلف الصور البيانية والبلاغية ولا سيما السجع والجناس والطباق. ساق المؤلف في هذا الكتاب نماذج رفيعة من الرسائل الرسمية والديوانية جمعها وبوبها في واحد وعشرين باباً ذكرها في مقدمة الكتاب وهي رسائل: في السلطانيات، في الفتوح، في العهود، في البيعات وأيمانها، في التهاني، في التعازي، في الشكر، في العتاب، في الاعتذار، في صدور الكتب، في الدعاء، في الهدايا، في الثناء، في المودة، في الشوق، في القناعة وغيرها، في الشفاعة، في الأذكار، في الحلم والعفو، في عدة معان.
وقد مهد لهذه الأبواب بمقدمة تحدث فيها عن أهمية الأدب وفضائله ولا سيما أدب الترسل، وذكر أن غايته من هذا الكتاب "أن يكون أدباً للمتعلم، ومعلماً للمتوسم، وتذكرة للراغب، ومعونة للطالب". ثم ختمه بخاتمة مقتضبة شكا فيها سوء الأحوال في عصره، وتقلب الزمان عليه.
وللكتاب أهمية كبيرة من الناحية التاريخية والسياسية، فقد أشار فيه مؤلفه إلى أحوال عصره والعلاقة التي كانت تربط الحكام بالمحكومين، كما عرج فيه على بعض الأحداث السياسية، أضف إلى ذلك أهميته الحضارية والاجتماعية لأن جلّ فصوله تحدثت عن عادات الناس وتقاليدهم وعن كثير من الروابط الاجتماعية التي تربط بينهم في هذا العصر الذي عاش فيه المؤلف.
