اكتسبت السياسات الإقتصادية الكلية، والسياسات المالية والتجارية، أهمية متزايدة في السنوات الأخيرة، وبالتحديد بعد إنهيار الإتحاد السوفياتي وإنتهاء الحرب الباردة، إذ طُرحت على نطاق واسع عملية التحول من الإقتصاد الإشتراكي (والموجه) الذي تلعب فيه الدولة دوراً حاسماً في الشأن الإقتصادي والإجتماعي، إلى إقتصاد السوق، حيث استغلت الليبرالية الإقتصادية الجديدة ومؤسساتها قصور السياسات الإشتراكية والكينزية، لتندفع في طرح برامجها في إطار الدعوة إلى الإندماج بالعولمة والإلتحاق بالإقتصاد العالمي؛ هذا فضلاً عن أنه في ظل تراجع النظام العربي الإقليمي والضعف الذي ينتاب الوضع العربي، فإن المشاريع والبرامج المطروحة علينا من الخارج تنص إلى جانب أهدافها السياسية والإستراتيجية على التحول نحو إقتصاد السوق الحر.
وفي ظل الفوضى العارمة التي خلقتها تلك الدعوات، خاصة بعد إحتلال العراق، فإن مسألة السياسات الإقتصادية الكلية وتوجهاتها، تلعب دوراً هاماً في تعزيز قوة الدولة، أو إضعافها من خلال تعزيز قوة إقتصادها، أو إضعافها في مواجهة المخاطر والتحديات التي تواجهها سورية وإقتصادها الوطني.
لقد اختارت القيادة السياسية طريق "إقتصاد السوق الإجتماعي" وأدى ضعف الثقافة الإقتصادية وحداثة المصطلح بالنسبة لسورية، وأغراض وأداف بعض العاملين في الفريق الإقتصادي ممن يميلون إلى إقتصاد السوق الحر؛ أدى ذلك كله إلى مصاعب إقتصادية، (نتيجة لإعتماد سياسات إقتصادية ليبرالية) مما جعل من البحث عن "نموذج سوري" بديل مهمة وطنية ضرورية، تفرض على المفكرين والسياسيين والأكاديميين فتح حوار جدي حولها لتجنيب الإقتصاد الوطني السوري من الإنزلاق خلف التوصيات والنصائح والبرامج المعلبة التي تصدر إلينا.
هذا الكتاب محاولة لطرح هذا الموضوع الهام من جميع جوانبه الإستراتيجية والسياسية والإقتصادية والإجتماعية، هو دعوة لفتح حوار جاد يؤدي إلى تلمس الأسس التي يمكن أن يقوم عليها البديل المناسب، إنطلاقاً من مصالحنا الوطنية والقومية ومن تطلعات شعبنا.
