إن مفاهيم التقويم التربوي السائدة في وطننا العربي لا تتعدى مجموعة من الإمتحانات في إطارها التقليدي، وما دَخَلَها من تجديد، ما زال محدود الفاعلية والأثر، ولذلك فنحن في مسيس الحاجة إلى المزيد عن أصوله ومنهجيته وتقنياته، حيث انتقل التقويم من مرحلة الأحكام العامة التي تصفر على العمل التربوي، إقراراً لمسيرته، أو تبياناً لسلبياته، إلى مرحلة البحث العلمي الذي يقوم على منهجية علمية وأدوات تقنية وتحليل إحصائي، وتعمق في فهم المنظومة التربوية والإجتماعية وعناصرها وتغيراتها والأهداف التي تسعى إليها، ليمكن في ضوء ذلك أن يضع أمام متخذي القرار ما يمكنهم من الإختيار وإصدار الأحكام عن ثقة ويقين وعلم.
ولقد أصبح التقويم التربوي علماً متكاملاً له أصوله، ومناهجه وتطبيقاته، لذا لا يمكن "تجاهله" أو تقليص ميدانه، أو التخلف عن ركبه، وقصره على تقويم الطالب أو نموه خلال التعليم، لأنه يشتمل على تقويم العلم والإدارة المدرسية وعلاقتها بالمجتمع وتقويم المناهج والكتب الدراسية والخطط التربوية والسياسية التعليمية إمتداداً إلى تقويم النظام التعليمي بكليته.
أما الأشراف فيهدف إلى تقييم العملية التعليمية التعلمية بهدف التحسين والتطوير، وبما أن الإشراف التربوي المتكامل في نظرته الحديثة يهدف إلى تقويم جميع عناصر العملية التربوية، لذا كانت النظرة التكاملية للموضوعين من قبل المؤلف ومن هنا وبناءً عليه صدر هذا الكتاب بعنوان "أصول التقويم والإشراف في النظام التربوي" الذي يُعتبر ضرورة حتمية ومصدراً ومرجعاً وأهمية بالغة، لجميع المعنيين بشؤون التربية والتعليم بهدف التطوير والتجديد التربوي.
