أحدثت التغيرات والتطورات العالمة التي حدثت في نهاية القرن الماضي وبداية القرن الحالي أثراً مباشراً على التربية والتعليم؛ فقد أدت ثورة المعلومات والتقدم التكنولوجي الهائل وتعدد وسائل الإتصال وتوسعها إلى إحداث التغيرات في أنماط الحياة الإقتصادية والإجتماعية للناس، وقد انعكس ذلك على التربية والتعليم فظهرت إتجاهات جديدة تدعو إلى تغيرات جذرية في العملية التربوية بهدف تفعيل دور الطالب وجعله محور العملية التعلمة، والتركيز على مخرجات العملية التعليمية بدلاً من مدخلاتها، وإعتبارها عملية إنتاجية.
أما دور المدرس فشهد أيضاً تحولاً كبيراً حيث صار يُنظر إليه كمساعد أو منظم لعملية التعلم، كذلك فإن دخول الإنسانية عصر العولمة وتقارب أرجاء العالم وأطرافه جعل فرص العمل المتوفرة تحتاج إلى الكثير من العديد من المهارات والقدرات الجديدة عالية التخصص.
أما في مجال التقويم التربوي تحديداً فقد ظهرت إتجاهات تدعو إلى المحاسبية وتحديد المسؤوليات وإستخدام المعايير في التقويم من خلال تبني برامج وإستراتجيات شاملة كضمان جودة التعليم، والإعتماد الأكاديمي، وتقويم المخرجات التعليمية، والتقويم الذاتي للمؤسسة التربوية، والمراجعة الدورية للبرامج العلمية وغيرها.
ومن المتغيرات التي حدثت في مجال التعليم في السنوات الأخيرة الدخول المتزايد للقطاع الخاص في هذا المجال بعدما لم تتمكن مؤسسات التعليم الحكومية من مواجهة الطلب المتزايد على التعليم لإزدياد أعداد الطلبة من جهة ولإرتفاع تكاليف التعليم من جهة أخرى، ولا شك أن دخول القطاع الخاص في التعليم قد أدى إلى إسقاط الكثير من مبادئ الإقتصاد وقواعده على هذا المجال وصار من الضروري أن يوفر التعليم مردوداً يتناسب مع حجم ما يستثمر فيه.
