يتناول الكتاب - بالمعنى الأول - سيرة نظرية القومية العربية، أو خط سيرها الخاص، أي القومية العربية وهي تكوّن نظريتها، ومن هذه الزاوية يعالج الكتاب نشوء الأمة العربية وتطورها الإجتماعي - التاريخي، في حد ذاتها، وفي السياق المقارن، ثم يتناول التطور الفكري لنظرية وأيديولوجية القومية العربية، ويتوّج أخيراً بتقديم بعض إسهام المؤلف في المجال النظري.
أما بالمعنى الثاني فيعتبر هذا الكتاب محاولة - أو "مجازفة" - من المؤلف للمساهمة بصياغة نظرية معينة للقومية العربية، وبهذا المعنى تكون دراسة التطور الإجتماعي - التاريخي للأمة والقومية العربية هي العنصر الأول للهيكل المعماري للكتاب: إذ يطرح الإفتراضات الرئيسية للبحث Postulates بصورة مفصلة تجمع بين "الإستنباط" المجرد للأفكار التي (يؤمن) بها المؤلف، و"الإستقراء" للوقائع التاريخية ذات الصلة من واقع الملاحظة التحليلية ووضعها على محك التجربة التاريخية، ويتلوه العنصر الثاني المتعلق برؤية المؤلف النقدية "لتاريخ الأفكار" القومية العربية... وأخيراً يتركز العنصر الثالث على الرؤية (الذاتية) للمؤلف لتجديد نظرية وأيديولوجية القومية العربية.
وإننا لنقدم في هذا الكتاب دعوة إلى المراجعة النقدية للأيديولوجيات السياسية العربية الرئيسية جميعاً، وقد حاولنا أن نقطع خطوة واحدة على الطريق الطويل لمراجعة نظرية وممارسة القومية العربية بطريقة نقدية لعلها تلبي الشروط الأولية للبحث العلمي في الوقت نفسه.
