هذا الكتاب هو في الأصل أطروحة دكتورة كتبها د.هشام العشري في عام 2005 وامتد العمل فيها إلى نهاية عام 2010م حيث جميع فيها، ولقد قسم الكتاب إلى ثلاثة فصول، يناقش الفصل الأول موضوع الحاسوب التعليمي، تاريخه، أهميته، مجالات إستخدامه في التعليم، ومعوقات إستخدامه، مع عرض مفصل لتجارب بعض الدول العربية والأجنبية في هذا المجال.

أما الفصل الثاني فيناقش إستخدام الوسائط المتعددة في التعليم، نماذج تصميم البرامج الحاسوبية بإستخدام الوسائط المتعددة مع إقتراح نموذج خاص بالكاتب، وآلية تدريس المواد الإجتماعية بإستخدام البرمجيات الحاسوبية القائمة المعدة بإستخدام الوسائط المتعددة، والفصل الثالث يناقش التعليم الإلكتروني وبناء الثقافة الإلكترونية، مستقبل التعليم الإلكتروني بالوطن العربي مع عرض لتجربتي الجامعة العربية المفتوحة فرع مملكة البحرين ومركز التعليم الإلكتروني بجامعة البحرين، وإستعراض لأهم الأنظمة الإلكترونية المستخدمة في إدارة العملية التعليمية والمقررات التعليمية، ولأحداث التقنيات الحديثة في التعليم الإلكتروني مثل الصفوف الإفتراضية الإلكترونية والتعليم بإستخدام الهاتف الجوال.
