ما بين يدي القارئ الآن، "مخطوطة" نقلت نصوصها كما هي تقريباً، وربما بتعديلات طفيفة تكاد أن لا تذكر، من أطروحة أكاديمية قدمت عام 1999 لنيل درجة دكتوراه الدولة في القانون العام بجامعة محمد الخامس بمدينة الرباط. ولأسباب متعلقة بطبيعة الدراسة، تم الاحتفاظ بنفس العنوان مع تعديل بسيط في العبارة الأخيرة ليصبح: "التطور الاجتماعي-الاقتصادي للبناء السياسي العربي (دراسة مقارنة في الاقتصاد السياسي العربي).
قام الدكتور البعجة بناء على ذلك، بتقسيمها وتوزيعها على ثلاثة أجزاء، ليصبح كل جزء كتاباً قائماً بذاته ويحمل إلى جانب العنوان الرئيسي للأطروحة، عنواناً فرعياً خاصاً بمضمون نصوصه. وبذلك فإن التجزئة إلى ثلاثة كتب، لم تفقد الأطروحة وحدتها وشموليتها وتسلسل أبوابها وفصولها. فالجزء الأول، الذي أفتتح بمقدمة يحتوي على القسم الأول من الأطروحة (الدول العربية والاستقلال الوطني). وينفد هذا الجزء بأبوابه الثلاثة وفصوله التسعة بكتاب واحد يحمل عنواناً فرعياً خاصاً به: "من عصر الكولونيالية إلى عصر النفط".
أما الجزء الثاني والذي يمثل نصف القسم الثاني من الأطروحة، فقد افرد له كتاباً قائماً بذاته أيضاً، وتحت عنوان: "مأزق التخلف والتبعية". ويضم هذا الجزء البابين الرابع والخامس من الأطروحة، ويحتوي كذلك على "ستة فصول"، تبدأ بالفصل العاشر وتنتهي بالفصل الخامس عشر. وأخيراً، يأتي الكتاب الثالث، ويشمل الجزء الثاني من القسم الثاني من هذه الأطروحة المطولة. وبدوره يحمل عنواناً خاصاً به: "من أوهام التحديث والعصرنة إلى التهميش الاجتماعي-الاقتصادي".
وهذا الكتاب الأخير، يحتوي على باب واحد (الباب السادس) موزع على ثلاثة فصول، تبدأ بالفصل السادس عشر وتنتهي بالفصل الثامن عشر. كما يحتوي هذا الكتاب على خاتمة الدراسة التي تعتني بنقاش قضية "أهمية إشاعة المناخ الديمقراطي في المنطقة العربية، كشرط أساسي ومسبق لعملية فك الارتباط مع المراكز الرأسمالية المهيمنة". وبالطبع يضاف إلى هذا الجزء الأخير من سلسلة هذه الكتب الثلاثة قوائم المراجع العربية والأجنبية التي استعانت الدراسة بها، أضف إلى ذلك أيضاً، قائمة بأهم المصطلحات (العربية والإنجليزية) التي استخدمت أو أشير إليها في أجزاء متفرقة من الأطروحة.
